Vienna was a production center for Vitrolite, a structural and decorative glass, an industry that continued in the city until the 1940s. The city was incorporated May 13, 1935, with Charles R. Blair serving as its first mayor. The city was laid out in 1794, and Joseph Spencer gave it its name that year. Spencer had served as an aide-de-camp during the American Revolutionary War and the settlement began on a 5,000 acre land grant for that service.
